A Los Angeles City Council committee unanimously approved a proposal for a library card that will also act as an identification and pre-paid debit card for undocumented residents living in Los Angeles. The ID card will feature a variety of information including a resident’s photo, full name, address, date of birth, and details on height, weight, and hair and eye color.

 

Although the ID card could not be used as a driver’s license or as an acceptable form of ID to board a plane, the card could be used as a pre-paid debit card, allowing residents to build credit. Close to 200,000 Los Angeles households don’t have access to banking services, which makes those families vulnerable to theft and financial emergencies. If implemented, the new card program would be backed by a financial institution, and the funds on the cards would be FDIC insured.

 

Other cities in California have implemented similar ID card programs, but only Richmond and Oakland have incorporated the pre-paid debit feature. The Los Angeles City Council is considering the proposal, and if approved, the project could start in the next three to four months.
