Municipal Security Camera Systems

Security cameras in public areas like sidewalks and parks have been common in the UK for years. CCTV and other security technologies have been seen as so essential to crime prevention in Britain that their installation, maintenance and monitoring accounts for nearly the entire crime prevention budget. Cameras monitor sidewalks, parks, bus and subway stations, streets and highways, tunnels, and almost any other imaginable public place. These cameras have been instrumental in many criminal investigations – the security camera system in a London subway stop identified many of the suspects involved in the 2005 summer subway bombings.

As common as public security camera systems are in the UK, they are scare in the US. While surveillance cameras are commonplace in retail stores, banks, and at ATMs, publicly maintained cameras are rare. Some privately owned cameras, especially in densely populated urban areas, have been used to identify and prosecute suspects in crimes. As more and more crimes are caught on camera, and resolved from camera footage, local governments are starting to push for the installation and monitoring of public cameras. Aside from the obvious increase in security and crime prevention, officials hope that these cameras can bring other benefits to their towns.

  • Business owners in Morgantown, West Virginia are receiving incentives to purchase and install CCTV systems in their businesses. Main Street Morgantown, a non-profit organization that aims to improve the appearance of downtown Morgantown, established a grant incentive programs which provides rebates to managers of downtown businesses. Business owners who purchase and install security cameras from select vendors can receive up to a $1,500 rebate. The funds for this Security Camera Grant come from Morgantown’s security budget and are intended to prevent crime from occurring in Morgantown. The home of the University of West Virginia, Morgantown faces many of the same issues of other large college towns: vandalism, sports-related riots, petty crimes, and bar violence. By installing high-tech security camera systems, business owners hope to prevent these crimes from happening and enhance the image of downtown Morgantown to encourage commerce and urban growth.   • The Cedar-Riverside neighborhood in Minneapolis, Minnesota has recently been outfitted with a nine camera wireless video security system. The cameras in this high crime neighborhood were installed to increase security and peace of mind, and to enhance the image of the area. Cedar-Riverside and several other high risk areas of Minneapolis are test subjects for this new security measure which will record footage of streets and sidewalks for 24 hours a day. It is hoped that any crimes caught on the camera can and will be prosecuted expediently and at a lesser cost than before thanks to the new video evidence. Some residents, especially those who live near cameras, have shown concern over the new program, and the city is working on a procedural policy to protect the privacy of those who wish that their private lives are not constantly recorded by the camera.   • Chicago mayor Richard Daley has announced plans to install video surveillance cameras on nearly every street corner and public transit vehicle in the city of Chicago. Mr. Daley, in an effort to host the Summer Olympics in 2016, unveiled his plans for his city-wide security camera system in October 2006, in a belief that the increased security provided by the camera would boost the city’s image and improve its chances for a winning Olympics bid. The surveillance cameras, along with the construction of new sports complexes and improvements in transportation and commercial infrastructure, could bring significant revenue to Chicago if the Olympics were to be held there in 2016.
