The key to designing a great ID card isn't a graphic design degree or a mastery of Photoshop™ - it's knowing what you want your card to convey. Design your ID card with its end use in mind - how it will be displayed, how it will be used, and what its purpose will be. Frequently used information, such as cardholder name and the photo, should go on the front of the card. Organization logos and other images can go on the front as well, but are not required.
Printing a double-sided card? The backs of cards are great places for less frequently used information - cardholder terms, any rules or regulations, hours of operation, and so on.
