DPS response to fraud case causes frustrations

Despite warnings from federal immigration officials and the U.S. attorney's office, the Texas Department of Public Safety waited more than a year to cancel the licenses ? the result of an e-mail miscommunication, the agency says, and questions over whether the department had the right to invalidate them.
While DPS has changed its driver's license requirements since the abuse, officials close to the investigation say the agency's perceived indifference in getting the ID cards back or checking for similar fraud in the system has riled federal authorities and Gov. Rick Perry's office.
DPS officials say it's not indifference. They have no jurisdiction to go traipsing across the country retrieving canceled licenses, though they've been more than willing to work with other states. But with 21 million driver's license or identification card records in the state system, they say, it's not realistic to
search for patterns indicative of other fraud rings.

ID cards 'could replace addresses for Gift Aid

It has been suggested that the identity card scheme being planned by the government could help to speed up the Gift Aid process.Third Sector reports that the ID cards could be used instead of donors' addresses to speed up Gift Aid claims, according to one expert.Speaking at the recent forum on increasing uptake of Gift Aid, held in London by the government, a spokeswoman
for the charity software company ASI Europe explained that the arrival of ID cards could help to speed up the process for charities, because the relevant data will be more easily accessible.She explained that it should take less time to verify against ID card information than by address data.

ID cards to affect foreign consul funding

Groups representing British citizens in trouble overseas are voicing concerns about the effects ID cards will have on the already stretched resources of Britain's consular system.
Consuls are funded through a levy placed on passport renewal fees. But the introduction of ID cards will mean British citizens can travel around Europe without the use of a passport, relying instead on the biometric data on the cards to prove their identity. Given that around 80 per cent of British holidaymakers travel within Europe, many are expecting passport applications to fall significantly. This will have a strong adverse effect on consular funding.
Contacted today about the government's plans to address this funding shortfall, both the Foreign Office and the Home Office were unsure of what steps were being taken to address the problem.

BBC reveals defects in ID Cards

Peter Tomlinson, an IT consultant and specialist in smart card technology, told File on 4 he had attended government meetings where the ID card programme was discussed.
He was puzzled when officials from the Home Office, which was the department in charge of ID cards, did not appear to be present. "The meetings were called by people in the Cabinet Office. There were topics on the agenda that were set by people in the Cabinet Office and we kept on thinking: why are we not seeing people from the Home Office."Why are we not seeing technical people from the Home Office, or people involved in technical management?
Eventually they began to come along but they never produced anyone who had any technical understanding of large-scale systems. We were just completely puzzled."

Digital ID Solutions scores Spanish soccer order

Digital Identification Solutions has scored a fresh contract with the Spanish Football Association. One year after the purchase of more than 120 EDIsecure DCP360i ID card systems at the time of the FIFA World Cup, the Spanish client has approached the supplier with an order for another 112 systems in an effort to boost capacity.
Owing to the steady increase in the number of membership cards and season tickets issued each year, ID card production by Spain?s First and Second Division Clubs is being stepped up. In order to meet the rise in demand ? especially in July, August and September ? Digital Identification Solutions will supply the Spanish Football Association with the additional card systems which will subsequently be used by major clubs, such as current champion Real Madrid, FC Barcelona, FC Seville as well as some clubs from the Second Division.

US Senate rejects extra funds for ID cards

Thursday's vote indicated "Real ID is dead in the water, and it is clear that no amount of money can save it," ACLU legislative counsel Tim Sparapani said in a statement. "The only solution to Real ID is to scrap and replace it, and Congress has caught on."It wasn't the first time that senators have used pivotal bills in recent months to rebel against the new requirements.
Civil liberties advocates and Senate opponents of Real ID credited the death of a contentious immigration bill late last month to disagreements over proposals to broaden required uses of the digital ID cards. The debate included an unsuccessful attempt to kill off an amendment that would have barred employers from compelling new hires to present Real ID-compliant documents.
Politicians in both chambers have also proposed bills this year that would repeal the original Real ID Act and replace it with what civil liberties groups view as more flexible, privacy-protecting requirements.

New U.Va. ID cards are meant to be safer

The University of Virginia will begin issuing thousands of new identification cards Wednesday. The move marks a major step forward in U.Va.'s campaign to phase out its use of Social Security numbers to identify students, faculty and staff members.
Instead of Social Security numbers, the new ID cards will feature randomly assigned nine-digit ID numbers. The move is intended to better protect the university's 20,400 students and 12,000 employees from identity theft.
"This was an area where we were behind and needed to catch up," said James L. Hilton, U.Va.'s vice president and chief information officer."It's time for us to do this. It's actually past time."U.Va.'s ID cards are used to access campus buildings, check out library books, pay for meals, purchase items from U.Va.'s bookstore, enter athletics events and more.
