Immigrant ID Plan Brings on the Heat

Immigrants? rights advocates have promoted municipal identification cards across the country because they give undocumented workers access to resources such as libraries and parks, in addition to providing the papers needed to open a bank account. Without bank accounts, the undocumented are frequent targets of attacks and muggings, because they?re known to carry cash with them or stash money in their homes. Finally, the supporters of city IDs say that the cards could ease tensions with police, who perhaps will take immigrants? complaints more seriously and respond better to crime when they?re offered an ID.Oscar Domingues, an organizer for Movement for Justice en el Barrio, an immigrants? rights group in East Harlem, said he thinks it is possible to win ID cards in New York ?if organizers put pressure on the city for what?s just.But there are costs involved. In New Haven, which has a population of about 120,000 people, the program costs $237,000 a year, the bulk of which goes to paying three staff people to start the program.

Audit prompts Treasury to seek help with ID cards

Despite GSA's plans to have over 225 nationwide stations to enroll employees and issue cards, including 25 mobile stations, IRS officials were concerned about the cost and time for employees traveling to the stations, according to the audit.
GSA had produced 100 cards to help the IRS meet an October 2006 deadline for agencies to issue at least one Id card to an employee. But the cards contained errors such as incorrect addresses and misspellings, according to the report. This also contributed to the IRS' initial decision to produce the cards on its own, auditors said.
Other agencies that are planning to implement the mandate on their own include the Homeland Security, Transportation, Veterans Affairs, Health and Human Services, Education and Labor departments, the Environmental Protection Agency and the Social Security Administration.

New cards may make user IDs, passwords obsolete

The hodgepodge of user names and passwords that federal employees must memorize to access computers and other services may become obsolete thanks to new governmentwide identification card requirements, a federal official said Thursday.
David Temoshok, director of the General Services Administration's Identity Policy and Management office, said the high-tech ID cards required for all federal employees and designated contractors under Homeland Security Presidential Directive 12 could simplify login procedures. The mandate requires
agencies to distribute the new cards to all employees and contractors by October 2008.

Half of Europeans show support for ID cards

Such optimism is good news for the industry said Tim Best, director of global identity solutions at LogicaCMG.
"This continued high level of acceptance is very encouraging - we are rapidly approaching a 'tipping point' where people's concerns over the technology are outweighed by their optimism," he said in a statement.
According to the study, Europeans expect biometric ID cards will prevent identity theft, make transactions with governments easier, and speed travel across borders. However, Best warned against ignoring the concerns of the large number of undecided respondents. "A significant proportion of people remain undecided and it now falls to both the biometrics industry and those organisations that want to deploy the technology to reach out to these groups and demonstrate the benefits biometrics and electronic identity technology can bring," Best said.

ID cards 'to be UK institution'

He said it was "time to get on with it" and predicted that the National Identity Scheme "will soon become partof the fabric of British life".
But plans to "multiply the uses" of the ID scheme would mean there should be stronger accountability toParliament.
Current ID trials include employment, age and criminal records checks.
The Home Office intends to introduce biometric identification for foreign nationals in 2008, with the first ID cards for British citizens issued in 2009.

Delays expected with Bragg access changes

He said the changes were not made in response to terrorists? plot to attack soldiers at Fort Dix, N.J., in May.?What happened at Fort Dix, as we look at it, is a Fort Dix issue,? McCollum said. ?That should not be taken as an invitation for someone to try it here at Fort Bragg, but (security) is a living, breathing entity. You have to constantly change it just to keep those who are trying to penetrate it on their toes.?
McCollum said post officials expect some delays.
?In reality, there?s going to be some backups for those that don?t get it,? he said. ?But that is going to be one of the things that, if you don?t have an ID card or RAPIDGate or a decal on your vehicle, that is something you are going to have to live with. ... People?s inconvenience is not the motivating factor for our force protection.?To register your vehicle: Bring your driver?s license, vehicle registration, proof of insurance and military identification, common access card or RAPIDGate information to the All American gate or the Randolph Street gate.

ID Cards Bitterly Divide Region

A 28-year-old man who called himself Juan, a name he admitted was fake, said he traveled from Willimantic to attend the rally because his cousin's husband was one of 32 alleged illegal immigrants arrested by Immigration and Customs Enforcement agents last week, just two days after New Haven decided to create the ID card program."Without him, my cousin's three babies will not eat," the man said. "Those babies, they did nothing wrong. The government took away a hard-working man who just wanted to put food on the table. They got people on the streets of New Haven selling drugs, killing people, and they decide to put him in jail, just cause they didn't like what New Haven did."
