Second round for ID cards
The Department of Civil Registry and Census (DCRC) will conduct a special session in Thimphu from the first week of June to issue the new ID cards.It is being done to ensure that all new ID cards are issued within this year in preparation for the country?s first parliamentary election next year. The first round for the issue of new ID cards has been completed in 17 dzongkhags and is continuing in the three dzongkhags of Mongar, Samdrup Jongkhar and Chukha, according to civil registry officials. The first round is expected to be completed by the end of June, this year.?We would like to start a second round for those who could not go to their stations to process the ID cards,? said the chief civil registration officer, Jigme Thinley. ?But we would also like to urge people from the remaining three dzongkhags where the new ID cards are still being processed to go to their respective dzongkhags to process the ID cards and not wait for the second round.?
The department started issuing new ID cards in August 2004 and more than 70 percent of the dzongkhags have been covered so far, according to the DCRC officials. ?All eligible citizens will get a new ID card by the end of this year,? said Jigme Thinley.The DCRC will implement the second round in Thimphu beginning with Trashigang dzongkhag. ?We are following the same sequence as the first round,? said the chief civil registration officer. ?The counter for processing the new ID cards in Thimphu has always been open so we are starting with Trashigang dzongkhag as that was the second dzongkhag we covered.? Robbers Return ID Cards From Stolen Wallets
SAN DIEGO -- Two men showed consideration for their robbery victims by returning their ID cards after holding them up inside an Ocean Beach home, authorities said Thursday.After knocking on the door at a residence in the 1700 block of Sunset Cliffs Boulevard about 10:50 p.m. Wednesday, a man with a shotgun and his accomplice forced their way in when two men answered -- but the intruders looked surprised, San Diego police said.The robbers asked for "Zokie" and were told nobody by that name lived there, Sgt. Rich Nemetz said. One of them then said, "While I'm here, give me your wallet," according to Nemetz.
Both residents complied but asked for their IDs back, Nemetz said. The robbers then took the identifications out and handed them over, he said.They left the home and were last seen driving away on Del Monte Avenue in a late-model gold Honda with tinted windows, Nemetz said. Safety step may mandate IDs for town employees
Newly elected Selectman Ron Fernandes said he was in favor of the motion and that instituting the ID cards is ?primarily a safety issue.?Town Administrator Dennis Luttrell added that as an additional feature, the ID cards would also have a tax ID number for employees to use when purchasing on behalf of the town.After passing the motion in favor of instituting the ID cards, Peck said that ?people who enforce laws other than police,? such as the building inspector and the selectmen, should get ID badges that are similar to the badges used by the Sherborn Police. These badges would be more ?high-tech? and cost nearly $100 per card, he said.Peck?s rationale for the more expensive cards was that they would only be used in an emergency situation where it might be necessary for a selectmen to identify himself as such. Luttrell added that ?shields make a better impression? when conducting official business for the town. Sherborn resident Susan Tyler questioned the need for the selectmen to carry such an expensive badge, saying, ?This isn?t ?CSI?,? alluding to the television show. She wondered why the cheaper ID cards proposed for town employees weren?t ?good enough? for the selectmen.
Fernandes agreed, saying, ?If we think these fancy badges are necessary, we should pay for [them] ourselves.? He proposed that the selectmen discuss the idea further with the building inspector, who was not present at the meeting to give his opinion. Fernandes and Peck agreed that for the time being, only the selectmen will be responsible for the cost of their badges. National ID cards: It's now or never
The issue of preparation of the national ID cards is an important one. Under no circumstances, the project should be dropped. Many have raised doubt whether the people would go to camps to enroll their names as voters and get the national ID cards. But the benefits of having national ID cards as has been explained by the CEC would surely encourage people to go to camps and have their national ID cards. Who would avoid having such card if the same is made mandatory for having passports, VGF facilities, government employments, facilities at government hospitals, trade licences, opening of bank accounts etc.?
However, is the EC the right organisation to issue national ID cards? Do the law and rules concerned permit it to do so? Or should it be the job of the ministry of home affairs? Full Article from Financialexpress-bd.com.

School board has good outline; now let's see details
Among the specific goals:
?80 percent of high school seniors will have completed at least one AP/IB or honors course. ?All high schools will have a dropout rate of less than 3 percent. ?85 percent of all ninth-graders will have a cumulative grade-point average of at least 2.0. ?The number of secondary students receiving referrals, suspensions and expulsions will be reduced by 20 percent. ?All staff members and visitors will wear ID badges while in schools. ?90 percent of parents and selected community leaders will say schools communicate effectively and are welcoming. The plan is the first significant revision of the school system?s goals since the arrival of Superintendent Kevin Maxwell. We assume it complements the personal goals given to him privately by the board ? a list we still feel the board should share with the public. The public should know the criteria their superintendent are being judged by. As with most plans, the devil is in the details ? and the details haven?t yet been developed.
