Franklin High will require students to wear ID badges
9:46 PM
As of Feb. 1, all students at Franklin High School will be required to wear their photo ID badges on lanyards around their necks at school, making Franklin the third high school in the district to institute such a policy this school year. Franklin Principal Charles Hopson says it's a safety measure that will help identify students, as well as intruders in this 1,350-student school in Southeast Portland. Hopson says there have been several instances over the past two years in which strangers have come on campus and caused trouble, including one in which nonstudents assaulted a student in the hallway. "The reality is you can be in denial about situations around you," Hopson said. "We live in a very unsafe environment in many instances. I think we just have to acknowledge that and be proactive in ensuring our safety, and this is the least restrictive way to do it."

BWI second in losses of uniforms, ID cards
10:27 PM
The number peaked during the 12 months ending Sept. 30, 2003, when 128 uniforms and 31 identity badges disappeared. Since then, the annual rate of missing items has dropped significantly. BWI screeners reported seven uniforms and five badges missing for the 12 months ending Sept. 30, 2006.The Linthicum, Md., airport, which is publicly owned and operated by the Maryland Aviation Authority, also issues identification credentials to TSA employees, but BWI spokesman Jonathan Dean said there has been "no unusual or suspicious level of missing airport-issued identification." Security screeners at Ronald Reagan Washington National Airport reported 132 missing or stolen items -- 97 uniforms and 35 ID cards -- for the five-year period. It was the fifth-highest tally nationally. Washington Dulles International Airport had among the fewest missing items: seven
uniforms and no ID cards. Reagan and Dulles airports are operated by the Metropolitan Washington Airports Authority, an independent agency created by
Congress. TSA officials said the missing uniforms and badges alone aren't enough to gain access to sensitive areas of any airport.

Surge: US troops prepare for George Bush's last stand
10:25 PM
The soldiers will aim to create mini "green zones" - cut-down versions of the area in the capital where US and British officials, and the Iraqi government, take refuge - guarded by checkpoints, sandbags and barbed wire. Residents would be issued with ID badges, and their every entry and exit logged. To do this the US and Iraqi government forces will have to win back these areas from the militias. In particular they will have to take on the Shia fighters, many of them government backed, who have been accused of operating death squads. Ironically, these death squads are the direct by-product of US policy. At the beginning of 2004, with no end to the Sunni insurgency in sight, the Pentagon was reported to have decided to train Shia and Kurdish fighters to carry out "irregular missions". The policy, exposed in the US media, was called the "Salvador Option" after the US-backed counter-insurgency in Latin America more than 20 years ago, which led to 70,000 deaths and countless violations of human rights. Some of the most persistent allegations of abuse have been made against the Wolf Brigade. Their main US adviser until April last year was James Steele, who states in his autobiography that he commanded the US military group in El Salvador during the height of the guerrilla war. The complaints against Iraqi special forces continue.
