Other minor election reforms include a mandate that county clerks must mail new voter ID cards to every registered voter in their respective county prior to each primary election, all presiding election judges must be certified by the county clerk prior to working the polls, precincts can no longer be split by the county commission for any elected office; and the filing date of minor parties, write-ins and independent candidates changes to the day after the June primary.

Applicants must prove they are residents of the county -- through a vehicle registration form, a utility bill, or a rent or mortgage receipt -- as well as have a driver's license or other government-issued photo ID card. They also must provide a note from a physician prescribing the use of marijuana.
