Proposition 200 voter ID proposal going to governor
Secretary of State Jan Brewer and other Arizona leaders said yesterday that they have agreed on a plan to carry out Proposition 200's requirement that residents show identification before voting at the polls.The plan gives voters more ways to prove their identity. But those with no identification could not be able to vote.Voters would need to show one piece of photo identification with an address or at least two forms of nonphoto ID. Those could include utility and cell phone bills, tribal enrollment and Indian census cards or bank and credit union statements.Brewer said the agreement was negotiated Thursday night with Attorney General Terry Goddard and Rep. Russell Pearce, Proposition 200's author.

Payment of 50 per cent increase pension allowance begins
Mr Isaac Edumadze, the Central Regional Minister, on Friday said payment of the 50 per cent increase in the pension allowance had begun throughout the country. He said the government has also initiated measures to simplify the process of payment. All regional capitals are being re-equipped with new machines to issue photo ID cards to pensioners.Mr Edumadze said this during a luncheon for more than 200 senior citizens as part of activities to mark this year's senior citizens' day. They were treated to music provided by the "fire Angels" and Oguaa Youth Choir. He said it was expected that by September, the problem of ID cards that had sent some pensioners to Accra would come to an end. ''The frontline staff of the Pension Department is being retrained to make them more sensitive to the needs of pensioners.''

ID needed for copies of personal records
Starting Friday, South Dakotans requesting copies of birth, death and marriage records will need to complete an application and provide a photo identification.The change in the law was prompted by growing national concerns about the use of those records for fraudulent purposes.Applications and instructions are available at the Minnehaha County Register of Deeds office and also on its web site. There will be a $10 fee for a copy of a birth, death or marriage record.

Voting Rights Groups Urge Carter-Baker Election Commission to Oppose National Voter Identification Card
A broad group of civil and voting rights organizations issued the following statement today urging the recently-formed Commission on Federal Election Reform to reject any consideration of a national voter identification card. The Commission, co-chaired by former President Jimmy Carter and former Secretary of State James Baker III, is expected to discuss a national ID card recommendation at their June 30 hearing at the Baker Center in Houston, Texas.Indeed, a national voter ID card would only frustrate the advances that Congress sought to achieve with the enactment of the Help America Vote Act of 2002. We urge the Commission to reject consideration of a national voter ID card system.

MPs back ID cards bill
The government's hotly debated ID card scheme tonight cleared a major hurdle despite the first sizeable backbench protest of the new parliament.MPs voted to give the ID cards bill its second reading by 314 votes to 283, a government majority of 31.Although it was not immediately clear how many Labour MPs joined the Tories and Liberal Democrats in voting against the bill, 21 had signed a blocking amendment on the grounds that the scheme would make "no significant contribution to the reduction or eradication of terrorism".

ID Cards: LSE says it's high risk & high cost, up to 19.2 billion
The likely cost of rolling out the UK government's current high-tech identity cards scheme will be £10.6 billion on the 'low cost' estimate of researchers at the London School of Economics and Political Science (LSE), without any cost over-runs or implementation problems.Key uncertainties over how citizens will behave and how the scheme will work out in practice mean that the 'high cost' estimate could go up to £19.2 billion. A median figure for this range is £14.5 billion.The LSE report concludes that an ID card system could offer some basic public interest and commercial sector benefits. But it also identifies six other key areas of concern with the government's existing plans.

Unions campaign against ID cards
Unions have attacked the Government's controversial plans to introduce ID cards and pledged to step up their campaign of opposition.The scale of anger emerged ahead of the second Commons reading on Tuesday of the Bill introducing the legislation.Leading unions are now lined up to oppose the plan and will press Labour MPs to vote against ID cards ever becoming a reality.The Transport and General Workers' Union, which is set to discuss ID cards at its annual conference next month, said it was "fundamentally opposed" on the grounds of cost, practicalities and civil liberties.
