Judge rejects Seattle Center rules on buskers

Under the street-performer rules imposed by Seattle Center, "a latter-day Gene Kelly cannot sing in the rain," fretted U.S. District Judge James Robart in finding the center's busker rules unconstitutional.In a 14-page ruling issued yesterday, Robart wrote that Seattle Center regulations that require buskers ? or street performers ? to obtain permits, wear identification badges, confine performances to certain locations and refrain from asking for money violate the First Amendment.

Order on national ID challenged

LAWMAKERS yesterday criticized President Gloria Macapagal-Arroyo for haste and secrecy in signing Executive Order No. 420, which requires all state agencies and government-owned or -controlled corporations to harmonize their identification systems.The order will take effect 60 days from signing. The President signed it on April 13.At least two militant groups are also set to challenge the executive order before the Supreme Court, which had found "unconstitutional" a similar executive order signed by former President Fidel V. Ramos in December 1996.

New security system for Dubbo airport

Sixteen cameras will be installed at the Dubbo airport as part of new security measures. A two and-a-half metre fence, coded locks and electronic doors surrounding a new baggage carousel are some of the other improvements included in the $350,000 upgrade.Staff will also have to wear photo identification badges.The Dubbo City Council's director of corporate development, Geoff Darby, will be finding out more about security at today's state meeting of the Australian Airport Association.

Jefferson County's board hears JCEDC annual report

Tuesday's meeting of the Jefferson County Board of Supervisors concluded with a brief message read by the clerk announcing that Jefferson County Administrator Will Hausen would be retiring from his position in September of this year.In other board action, a resolution was adopted to institute a system of identification badges for courthouse and county employees. Although the initial stated purpose is to establish a system that provides constant and immediate identification of staff to customers, clients, residents, visitors and other employees, another stated reason is to provide an additional tool for the security of county facilities.The ordinance for the badges includes the policy established by the board and notes that it is the policy of Jefferson County to issue an identification (ID) badge to each employee, volunteer, elected official of the county or state and to all temporary agency and contractor personnel.

Voters May Need To Bring Photo I.D. On Election Day

Voters would have to bring photo identification to cast a ballot in Texas under a bill House members are considering, but opponents say the requirement would drive the poor, minorities and disabled from the polls.Without photo ID, voters would have to present two other forms of identification, such as a birth certificate, utility bill, paycheck or library card.The bill hit a stumbling block Tuesday. It was set for a vote on the House floor, but a technical error sent the measure back to committee before debate began. Rep. Mary Denny, R-Flower Mound, said she expects her bill to be back for debate by the full House next week.

Many Filipinos In Favour Of ID card system

Many adults in the Philippines believe security would improve if every citizen had a national identification card, according to a poll by Social Weather Stations. 60 per cent of respondents believe the measure would help the fight against terrorism.According to economic planning secretary Romulo Neri, the national identification card would allow the government to guard against possible infiltration by militant groups like Abu Sayyaf. In February, the organization claimed responsibility for three bombings that killed 13 people.

OMB sets ?06 rollout for new ID badges: Agencies must meet stricter standards

Agencies would have to begin issuing more secure identification cards that could be accepted across government to employees and contract workers in October 2006 under a proposed schedule issued by the Bush administration.The Office of Management and Budget published the proposed schedule on its Web site April 8 as part of draft guidelines for issuing the new IDs, which are required under an August directive from President Bush. OMB will accept comments on the draft guidelines through May 9.

Police chief sparks ID cards row

Labour and the Tories are involved in a fresh election clash over ID cards after Britain's most senior police officer called for "further consideration" to be given to their introduction.Metropolitan Police Commissioner Sir Ian Blair said that they could be "very helpful" in the fight against international terrorism.Labour's campaign co-ordinator Alan Milburn immediately reaffirmed the party's pledge to re-introduce legislation to bring in ID cards if they were re-elected on May 5.He challenged the Conservatives - who helped defeat the ID Bill in the dying days of the last Parliament - to say whether they would support the legislation this time around.
