Parliament condemns ID card plan
THE Scottish Parliament last night backed a motion calling the UK government?s plan for a national identity card and database "an unacceptable threat to civil liberties" and "an ineffective response to problems of security and fraud".MSPs voted by 52 to 47 to back the motion in the name of Green MSP Patrick Harvie.A proposed amendment, in the name of Labour MSP Alasdair Morrison, calling it "a central tool in the fight against organised crime and international terrorism" was defeated by 65 votes to 46.

Parties clash over ID cards
Lib Dems have been accused by their Scottish Labour coalition partners of "inconsistency", during a debate on the UK Government's plans for identity cards.Labour MSP Alasdair Morrison used a Scottish Green Party debate on ID cards - a matter reserved to Westminster - to attack opponents of the Home Secretary's contentious plans.

Restore integrity in Wisconsin's election system
The state Assembly is poised to a pass a bill that would require voters to show photo identification at the polls. A final vote is expected Thursday.A voter would have to show a Wisconsin driver's license or military ID. A person with neither could get a $9 photo ID card at Department of Motor Vehicles offices. Those unable to pay could get the cards free through a federal Help America Vote Act grant. Those confined to nursing homes could have election officials sign to certify absentee ballots rather than send in copies of photo IDs.

Two new members of the Ultra Magicard color ID card printer family were launched at the CardTech/SecurTech show in New Orleans. The Rio Grande is a CR-100 large-format single sided card printer that is aimed at US airport and government security applications where long-range portrait visibility is essential. The Rio Grande uses standard LC1 dye ribbons, and features Ultra's patented HoloKote? and HoloPatch? anti-counterfeiting technology. The new MifareŽ printer is available in both the Rio (single sided) and Tango (double sided) configurations, and provides in-line encoding of MifareŽ Contactless chip-cards. MifareŽ is a 13.56 MHz proximity-card system that provides both access control and 1000 bytes of memory organized as 15 separate password protected "electronic purse" sectors. MifareŽ cards are popular for access control, biometrics, campus cards, electronic fare collection, loyalty schemes, park and ride, pre-paid metering, and many other uses. The Rio or Tango MifareŽ printers will read and encode the MifareŽ card stock before printing, and both can take advantage of Ultra's patented HoloKoteTM and HoloPatchTM card security system.

P1.6 B needed for ID system
Besides being unnecessary and unconstitutional, implementing a national identification (ID) card system would be too expensive that the cash-strapped government may not afford, according to a party-list lawmaker.Bayan Muna Representative Teodoro Casiņo said the government, which is now in a rush looking for ways on how to solve its financial woes, will have to shell out an additional R1.6 billion for the ID cards alone of just about half of the country?s population.But as Casiņo was trying to convince lawmakers who favor the National ID System Bill to change their minds due to lack of funding, the House leadership appears to be determined in pushing for the measure.

PProctor: School turns off radio ID badges
The California school that required students to wear radio frequency identification badges (better known as RFID) that can track their every move has ended the program.Seems the company that developed the technology pulled out.The badges, developed by Sutter, Calif.-based technology company InCom Corp., were introduced Jan. 18 and written about in this space last week. ImCom said it was ending the deal just hours before a school board meeting to discuss the badges.

PALACE: LEGAL BARRIERS CAN BE OVERCOME FOR NATIONAL I.D.SYSTEM
Malacaņang Monday expressed confidence that any legal barriers on the implementation of the national identification system can be overcome. This as the Palace called for the implementation of a local ID card system to test the viability of setting up a national one.In a statement, Press Secretary Ignacio Bunye said, "As the local governments take the initiative on this score, we can test the operational parameters of such a plan in curbing crime and checking terror.""A people?s network against terror can only be made effective by a sound identification and monitoring system--- based on the rule of law, free from abuse, and fully protective of human rights," Bunye said.

Arroyo calls for ID cards, wiretaps
The president of the Philippines has said a national identification card and a system for wiretapping is necessary in the federal antiterrorism bill.President Gloria Macapagal Arroyo believes the two components will make antiterrorism laws more effective, the Manila Times reported Saturday.Let's have that proposal go through the debate in Congress but it is important, she said. We are one of the few countries that still don't have an antiterrorism or internal security law.
