Merchants see value in badge system for homeless

Police officers and the city's homeless would have at least one thing in common under a proposal made Friday by downtown merchants: They would all wear badges.At a Friday morning meeting, downtown merchants advocated that a proposed homeless services plan include a requirement that people who want to use shelters, soup kitchens and other services first obtain official identification badges they would be required to show before receiving services.The badges would require people to go through an application process and a police background check. They also would give police and service providers another method for punishing homeless people who break the law. Under the system, the badges could be taken from people for specific periods during which they would be denied some services provided by organizations for the homeless.

ID scheme gets backing from police

AN ID card scheme for sixth formers has got backing from police in West Cumbria.The Connexions Card acts as both ID and a reward card to youngsters for staying on at school or college in the area.The card works in a similar way to supermarket loyalty cards meaning 16-19 year-olds can redeem points for cut price CDs, books and clothes.Points are collected by regularly attending a place of learning such as school, college or work-based training.Inspector Joe Murray from Workington said: ?Cumbria Police is in full support of the scheme working with a host of agencies, including commerce and education?. Plan targets student behavior at high school

Roy H. Walton Jr., director of middle and secondary instruction for Petersburg Public Schools, said the interim plan implemented Dec. 10 worked to curb some undesirable actions, but highlighted others. The main component of the interim plan was to bring 10 adiministrators from other schools to provide additional monitoring of the hallways at Petersburg High School.In addition to a lack of respect, the administrators noted a high volume of students wandering the corridors, frequent smoking in restrooms, and that neither faculty nor students were properly displaying ID badges.ID badges are to be distributed to all students and faculty by Jan. 26 and must be properly displayed at all times. Students who are suspended will have to relinquish their badge until they are reinstated.

Criminals are going door to door, trying to get inside your home by pretending to be from a legitimate company.Volunteer TV?s Chloe Morroni has some tips to keep you safe in your own home.KUB warns that people going around knocking on doors trying to get inside homes by pretending to be from the utility.Darrin Rhines says folks should keep in mind, "we generally do not just show up unless there's some type of emergency situation."Rhines says KUB workers and contractors have id badges. "They should have that with them at all times. A customer should feel comfortable saying please let me see some ID," Rhines adds. But he says since even professional looking badges can be forged, KUB encourages customers "to call and check to see if that is a KUB employee or not."

British ID card Gains Ground

The British government's quest to institute a national identity card faces a critical phase in the next few weeks, as the legislation will be scrutinized and amended in committee at the House of Commons before going to the House of Lords to undergo the same process there.The Identity Cards Bill passed its second reading with a vote of 385 to 93 on Dec. 20. The cards are intended to begin rolling out in 2008, and Tony Blair's Labor government estimates the cost of the system at 3 billion pounds ($5.7 billion), though opponents believe it will cost at least twice that much.

MR HOWARD?S officials think that opposition to ID cards would have made their man look soft on crime. Apart from the fact that this is rubbish since ID cards too are subject to fraud and will hardly save you if some knife-wielder breaks into your house, the question should not have
been what Mr Howard looks like, but what is right. ID cards are not right. If they really could perform miracles, the US would adopt a national ID card system. ID cards did not stop the bombers in Madrid. Nor will they prevent anything bad happening here. As for social security fraudsters, anything the government can do, they can do better. The key to combating
social-security fraud lies not in ID cards but in reforming the ridiculously complicated web of benefits.

We, as the Conservative Party, are not happy with the Labour Party?s attempt to pass a bill that will see every citizen requiring an identity card: to keep a check on terrorism.We Torians are ourselves divided about it. The debate is whether these ID cards would erode civil liberties, usher in the ?Big Brother? society or establish some kind of totalitarian police state.Those who want the ID card system are claiming that we are going soft on crime and terrorism. Anyway, the government does not have the time to enforce it into a law because this term expires in May.
