It's taken three years for authorities to get serious about it. But now they're very, very serious.A memo to employees warns that beginning this week, they must wear ID badges in plain view while at work. Failure to comply means firm punishment. Anyone caught once or twice without their ID will receive counseling from their supervisor. A fourth violation gets a suspension from work. Eight offenses and you're fired.
