The Scottish Executive's refusal to adopt a UK-wide approach to identity cards would result in "health tourists" abusing Scotland's NHS, David Blunkett, the Home Secretary, said yesterday. The rift between Scottish and Westminster ministers over the issue widened when Mr Blunkett suggested that the Executive could be forced to drop its opposition to using ID cards for devolved services.
