The education secretary, Charles Clarke, appears to have blocked an attempt to use the introduction of a national identity card to deny access to schools for the children of illegal migrants, it emerged last night.

Rattled by a looming deadline, Pakistani community members are flooding their missions in the UAE to get new identity cards.
The deadline to procure the computerised National Identity Cards for Overseas Pakistanis (Nicop) is December 31.
CHATHAM - In a concession to growing concerns about school security, the school department will soon require that all staff and visitors at the town's three school buildings wear identification badges.
Check the windscreen where an identification badge should be displayed showing the driver's name, photograph, licence number and expiry date. The driver's ID badge should coincide with that information.
